How to Fill a PDF Form
The free offline way is pypdf: set the field values, write the file, then read it back to prove every value stuck. Tested 2 November 2026 with pypdf 6.21.4 — a 3-field AcroForm (full_name, email, amount) filled as Jane Doe, jane@example.com and 250, and read back with all three values intact, 1 page, 4,883 bytes. Clioos does not offer a form-filling tool — this guide teaches the method.
At a glance
- Clioos has no PDF form tool. The method below runs on your own computer with free, open-source pypdf — no upload, no account.
- Tested: blank fields amount, email, full_name filled as 250, jane@example.com, Jane Doe — read back identical.
- This works on AcroForm PDFs (the common fillable format). XFA and JavaScript-driven forms may not fill this way.
- Filling does not validate: a wrong value fills just as happily as a right one. Check before sending.
- The filled file stays editable unless you flatten it — flatten only when you are done editing.
Steps
- List fields:
PdfReader(form).get_fields()— the test form reported amount, email, full_name. - Fill:
writer.update_page_form_field_values(page, {"full_name": "Jane Doe", "email": "jane@example.com", "amount": "250"}, auto_regenerate=True). - Verify: re-read with get_fields — the test came back full_name Jane Doe, email jane@example.com, amount 250, 1 page, 4,883 bytes.
- If a value is missing on read-back, the field name was wrong — list the fields again and match names exactly.
Worked example (tested 2 November 2026)
Test file: a 1-page AcroForm built for the test with reportlab 5.1.0 (three text fields). Method: pypdf 6.21.4, fill then read back.

All three values read back identical. Output: 1 page, 4,883 bytes, fields still editable (not flattened).
If the form won't fill
- No fields listed: the PDF has no AcroForm fields — it is a flat scan or printout, not a fillable form. OCR or a form builder is the next step, not a filler.
- XFA forms: Adobe XML-based forms need Adobe tooling; pypdf does not fill them.
- JavaScript calculations: computed fields may not recalculate outside a full PDF viewer. Check totals by eye after filling.
- Reader restrictions: some forms restrict editing until unlocked. A locked form must be unlocked first.
What it can't do
- No Clioos tool for this: Clioos does not offer PDF form filling. The method above is the free offline route.
- No validation: filling accepts any value. A typo in an amount fills fine and only shows on a visual check.
- Not a signature: filling fields does not sign the document. Signing is a separate step.
- XFA and scripted forms: as above, these may not fill or calculate correctly with pypdf.
- Flattening is final: once flattened, fields become plain text and can't be edited. Flatten only the copy you send.
Free alternatives, honestly compared
- pypdf offline: free, scriptable, private. Best for repeatable fills and checks.
- Browser form fillers: no install, click-to-type — but the file uploads to a vendor server.
- Desktop readers: free Fill & Sign flows exist for basic forms; account prompts and feature limits vary by vendor.

Is it free to fill a PDF form?
Yes, with pypdf — free and open source. Browser fillers are free up to a limit; desktop readers vary.
Will the filled form open in any reader?
AcroForm is the standard fillable format, so yes in practice. Values are stored in the file itself.
Can I fill XFA forms with pypdf?
No. XFA (Adobe XML) forms need Adobe tooling. If get_fields comes back empty on a form that looks fillable, XFA is the likely cause.
Does filling lock the form?
Not unless you flatten it. The test output kept fields editable. Flatten only the copy you send, and keep an editable copy.
